I'll tell you guys the real reason that NASA couldn't identify the speech...was in wrong format. Aliens are now using Windows Vista 9859048.434534...and when we tried to open it...it said.. "Windows Media Player cannot recognise this file...select another program to open with.." :p

I had to do an article summary on atmospheric sounds in my integrated physics and chemistry course. These are the same sounds that can be found in the Earth's atmosphere when put in range of human hearing. These sounds aren't coming from aliens, they are most likely coming from things like lightning and other things in Jupiter's atmosphere.
